“It connects” is only the first test
A basic tester can identify open conductors, shorts, reversals or wiremap problems. That is useful—but it does not automatically prove that a permanent link meets all performance requirements of a Cat6 or Cat6A standard.
Common levels of verification

Why labeling belongs in quality control
Testing tells you about a link. Labeling tells the next technician which link it is. Both are part of a professional handoff.
What the proposal should say
Do not assume “test all cables” means certification. A professional scope should identify the test level, whether electronic results will be supplied, the naming convention and what happens to failed links before turnover.

If formal certification is important to the project, require it in the scope before pricing. Certification equipment, test time and documentation add legitimate cost—but they also create a measurable acceptance standard.
